Hooded eyes are a result of fat deposits above the eyes. It doesn’t have to do with bone. Asians have hooded/covered eyes despite having little browridge development.

His eyes are buggy because of the short skull from side profile view. If his skull was more large from that view his eyes orbit was gonna have more space for them

Because the bone didn't grow forward, just an implant was placed over it, so obviously it wouldn't change anything in the eyes
