You’re leaving out important parts of his comment. The study was flawed. The people who conducted the study admitted that they can only find the true length of the penis when it’s fully erect, yet they used a method of stretching in order to find length. Which isn’t an accurate representation on the size of an erect penis.

authors explicitly state that "... we are aware that true physiological length of the penis can only be obtained with the penis is fully erect. Nevertheless, we opted for the indirect method of measuring the penile length by the full-stretch method..."
