Im a wristcel and ive never had people notice them or say anything ever since primary. On the other hand, im also a midfacecel and that shit cant be fixed. There arent any exercises to increase wrist size, its just bone and tendons. He could buff up his forearms but it takes tremendous effort and time. He could get fat grafting though to make them look normal. I made a thread about it
