His forward growth is decent, but bimax isn't just about projection. It can fix vertical proportions, symmetry, or bite issues that aren't obvious in photos. If his bite and proportions are fine, then jaw implants or genioplasty might be enough. A consultation with a surgeon will clear it up.

His midface ratio looks fine so imo he should just get genio and jaw implants if his bite is fine too
