Implants are cope. Look at implant results online and you will see that most of them look comical. Buccal fat removal is often subtle but at least its almost always an improvement. I haven't seen many bad buccal fat removal results for men.

It depends, if you have poor bone structure then implants would be better. If you already have good bones but store a lot of fat in the buccal region, then a bichectomy could have really good results. One reason why a lot of the before/after pics show no drastic change is because the patient/surgeon decided not to remove much fat.
