Bulging lower eyelid

i have this even tho i have positive orbital vector with decent infraorbitals. I also have uee even with good upper eyelid fat so my eyelids in general are unlucky.
im not gonna spend $ to fix it but its a flaw and i wonder what causes is? someone told me it was herniated fat pads.

she has it too for some reason but obviously her orbitals are recessed

So its just fat in the lower eyelid creating a groove to the infraorbital bone?
