Imagine purposefully gaining new fat cells making it harder to be lean down the road. Not to mention gaining weight during developmental years increases the chances of gyno, big hips ect.
If you’re fat, cut asap, reach a lean weight and maintain that indefinitely, perhaps going on small surpluses of around 150cal to build more muscle. If you’re skinny, do something similar but you can perhaps go up to 300cal.
