if youre 5’9 and 165 at that bf range your skinny fat. Your bmi is good but your actual lean mass to fat ratio is not that good. I say eat 2000 calories a day and 200 grams of protein a day and train HARD. these ppl here dont know shit abt nutrition. When i was 16 I was 5’9 185 at 24 percent body fat, I ate 2200-2400 cals a day and 200gs of protein and got to 14 percent in 4 months, while maintaining muscle and gaining strenght. My weight at 14% bf was 160lbs so I would estimate youd have to be around 140-145 and if you wanna be lean, at that weight youd have to be eating like a teen girl to maintain your leaness, especially if you have no muscle base.
