Your logic doesn't make sense, because recovery from bimax is much longer than recovery from implants.

IMO jaw and cheekbone implants are probably what Tom Cruise got when he was young, and nothing else. He is not particularly forward-grown. He has a scar under his chin consistent with a wraparound jaw implant.

I’ve seen the scar, apparently in the 90s it can also be a scar for a Genioplasty. Recovery from Bimax is 6 months, and he appeared quite bloated when he first had his braces, and slowly but surely his bloat came down into angular features. It looks realistic that he has Bimax, disappeared for 3 months and then it slowly came down. But maybe a wrap around? It doesn’t explain how he got more forward growth in the Maxilla though.
