Anything but extreme individualism inherently turns into the inferior in a society anchoring down the superior.

Whenever you go away from a autocracy (at any level) you make the chance of stupidity entering power increase multiple folds but also when you have autocracy you also have the problem of the autocrat being completely out of touch with the reality on the ground. Which would then mean that a autocrat of their own land would be ideal as it minimise both of these problems.

Eugenics that goes over ethnic and racial lines is superior to racism.

These statements are still somewhat subjected to values, what ones values are, would determine the appropriate argument of approval or rejection. That said, I mostly agree, however, if you intend the first statement to be a negative, then I disagree there. I would say the "anchoring down" of the superior to the inferior is positive, when viewed within ethnic or tribal lines that is. As the superior have a duty to their own people.

Why should they do that ?
 
I mostly agree, but a common argument would be that a bad autocrat would cause more damage than distributed mistakes among multiple powers

This should be minimised by dividing po a er of much smaller areas of land to only what is affordable to that autocrat
