It depends on bone width, metabolism etc.
Lots of people fall in between.
e.g 7 inch wrist + low metabolism you are prorably 80% meso 20% endo
7 inch wrist + high metabolism prorably 80% meso 20% ecto

Yes, I've seen quite a lot actually. Might be because they're also short so need less muscle to look more jacked.
