Can bad parenting ruin a guys potential even if he has good genetics

Do you guys think a guy can have good genetics but still end up looking way worse because of how he was raised. Things like stress bad diet no masculine role model no sports no discipline bad sleep and never being taught confidence or social skills. I feel like environment matters way more than people admit and some people start life way behind others because of it. what do people here think about genetics vs environment
