I don't think it would.
The two procedures you have mentioned relate to bone and maxillary misalignment and displacement. It pertains to the bone.
A long philtrum, and excessive scleral show, refer to subcutaneous and dermal tissue. They pertain to soft-tissue.
I think you may be better off having a endonasal or subnasal lip lift, and a lower-eyelid retraction procedure, to address these concerns.
