can elastics move my lower jaw forward?(braces)

Im very confused because it seems that orthos are usually going with retraction of upper teeth, rather than pushing lower jaw forward to correct overbite.
I wanna see if any here got their jaw pushed forward with elastics(rubber bands) and had a pleasing results.
