Can I build Muscle without getting fat?

I am pretty lean and have a decent face and frame and I want muscles but dont want to go up in bf% because I dont want to look ugly, but for building muscles I need a caloric surplus.

What can I do to stay lean and get muscles maybe reta does it help me being lean but I can still build muscle because I get enough nutrients? Or what is the way.

I also thought about roids but I am to uneductated anf dont want to fuck myself up and it also makes you bloated.

Is there away where I can build muscle without making myself uglier short term?
