There is a golden ratio for lips but all in all it's hydration and frontal development, mainly craniofacial development.
If you have a recessed maxilla or retracted teeth then your lip will look flatter than normal.
If you are dehydrated your lips will be sucked up and dry like a raisin.
Otherwise it's genetics
