Can I fix maxilla at 13?

I'm 13, turning 14 in august, I'm a late bloomer and just now starting puberty (when it comes to my face&voice) my upper maxilla seems to be above avg but my lower is trash, what methods could fix this? Also would forward growth and chin projection fix things like upturned nose, big lower lip, or long philtrum, legit any of these fixed would shoot me up.
