Can i get lip lift/mouth widdening surgery before genio?

Hey, i am short on money in 2024 and 2025 but i wanna do something to boost my smv. One of my biggest flaws are my narrow lips and my short upper lift. an lip lift and mouth widdening would help greatly with that but can i get it before genio? Genio is quite expensive and dont know when i can get it?
