It's over-the-counter in my country. As well as 20% Azelaic Acid.
Can I go straight to tazarotene 0.1% without ever having been on any retinoid?

Only way to know is by trying.
I would probably apply moisturizer first though to begin, or if you want to apply straight to skin you can try, but don't use daily
