I am allowed to eat not more than 1,5 g protein/kg of my body. Is it possible to gain muscle consuming this amount of protein?

No I don't, I'm restricted because of the kidney condition
Kidneys have a harder time with meat protein

whey and plant based should be fine

my weight is 65kg and I eat 120-130 grams of protein every day

My diet is mainly vegetarian: whole pasta, whole rice, greek yogurt, soy, lentils, tuna

You can... try.

1,5g/kg of protein should be plenty enough

if you're not eating atleast 2g/kg you're not going to build any muscle.

Notice how all of these researchers, even when targeting boomers recommend at LEAST 1.6 g/kg. In an actual bodybuilding context the numbers would be way higher, this is just protein intakes to maintain a healthy lifestyle among old ass people. <1.5 = malnutrition.
