Potentially... You have a lot of areas to improve

your bodyfat isn't hurrendous...You have a solid amount of muscle mass, focus on reducing BF still. If you lose another 8% you would have an unbelievable physique. maybe losing 4-5 is more optimal if you want to continue to gain mass optimally.

Your bone structure isn't bad, although you do suffer from assymetry (as 99% of the population do) and lack any significantly positive facial bone development.

You have straight hair that appears quite thin, gaps in the hair as seen in the first photo often make the forehead appear large even when its covered. To avoid this get a 'loose' perm or use hair straighteners to curl the hair.

Eye brows don't appear existant at all. Dye them a light brown, and use a brush to enhance fullness. You can even use a vaseline (although I prefer lip balm as it gives less of a 'wet' womanly look.

Skin pigmentation - this comes down to personal preference. Uneven skin colouration from freckles are something which women tend to like from my experience (they literally get them tattood on themselves) although imo I prefer even skin colouration, as is pretty widely accepted. This can be changed via surgery... not necessary tho.

Eye Colour is great, although they are very deep set which I think nukes you more than any other feature.

You appear young and puberty could fix some of these issues. The softmaxes are the eyebrows, hair, bodyfat.

If you want surgery recommendations I would suggest to finish puberty first.
