I'm 25% eastern European the rest is Anglo and Celtic yet I don't really look quite white even though I'm pale and have dirty blonde hair and coloured eyes. Eastern Europeans look distinct from other whites

Only Richest white country's can use JBW eg Germany, Denmark, Netherlands etc

Italy is a tough case because the country is so elongated in north-south directions

I visited Venice’s carnival last month and people in Veneto (north Italy) looked like anyone else in the Alpine region

On the other hand Sicilians at the southmostern part of the country are a completely different case

Only in sicily you can find very swarthy Italians Who look part moroccan but that's a small minority anyway

Slavs can easily use it in all places: in Asia, in LATAM, in Africa, in Middle East, etc.

In fact, many slavs have more JBW preferences than e.g. some germans. If a slavic is blonde with blue eyes, he is >> german with dark hair and eyes in terms of JBW.

But in general, Italians can use JBW everywhere too. In theory they would have less success than Slavs, but in practice, in those countries where JBW works, they will be sufficiently rare to cause JBW anyways.
