Can neck be wider than jaw?

My jaws are non existent and i just cope with masseter muscles. I've been wanting to grow my neck thicker because it is so thin and makes everything look weird but I'm afraid I'll never get the result i want so that's why I'm asking. Can your neck be wider than your jaws?

Yes, my neck is currently the size of my jaw at 16 inches, after training it, but I'm aiming for 18+ inches. If you look at the guy in my profile pic, it just ascends you to have a bigger neck. Maybe past the 20 inch point you get sleep apnea and bad effects but most guys will never get to that point.
