Can orthodontic treatment solve the problem? Or do I need surgery?

Well, as you can see, I have a Class 3 malocclusion, but my lower teeth aren't very far forward; only six of them touch each other, the rest fit together well. My diastema opened up a year ago, and I have a palate of 43cm. Can orthodontic treatment alone solve this? Or am I a candidate for surgery? (Note: I don't have any toothache or TMJ pain. I see many people with skeletal or dental problems experiencing some kind of cranial pain, but I don't have any.)

How should we know. Talk to an orthodontist and get some scans taken.
You can’t tell from frontal pics really about bite problems.

What I can say is this would certainly not be a maxilla advancement case either way. You are either getting setback BSSO or orthodontics.

You need scans to be done, we can never know.

I could be dental+skeletal (needs surgery) but could be just dental(only orthodontics)

But do I have a healthy maxilla? Or has my jaw grown too large?

Visually I think only the lower jaw,

again do your scans, and post them here so people can help you
