Can people actually not remember and simulate?

I always thought most can just simulate taste or smell or touch of a certain upon will, like, say, I can remember what tea or meat tastes like and send a salivary response, smell it and touch it but all within my head
And it turns out it's an uncommon occurrence one has this control over his senses

Basically it all takes place in the hippocampus. Neural connections are formed. The senses make the neurons express signals that go back to the same part of the brain where memories are stored. It’s something called "relational memory"
