Can someone 5'9 with 6.5in wrists, 18.5in bideltoid, big ribcage/legs, get to 200lbs without looking chubby?

If you started at 140lbs, and spent years training, maybe running some cycles of mk677 or rad 140 perhaps, could you get to 200-220lbs and still look pretty lean? What would you say the max weight range for someone with these stats is, without them looking fat?
