Can someone explain psl to me?

From what I understand 4 is average and 8 the max which pretty much no one is. I don't understand why it goes from 0 to 8. Who came up with it? What does psl mean?

It doesn’t go to 0 it goes to 2 it’s basically impossible to be a 0 or a 1 unless ur not human

It's just a classic 1-10 rating system but since users can't agree on who are the 10s or the 1s the extreme ends have been left out.
