Can submental look bad despite decent mandible ?

Tbh I don't have this issue , but I hear that long mandible = tight submental or high hyoid . But I think some people with strong mandible but weak muscles can also have shit hyoid

Yeak ik , but it's an important question , since many people just have fat there , but go for surgeries because they think they're recessed
