Can the maxilla only be moved forward? And not up/ccw?

I hear a lot about lifting or ccw maxilla. But how the heck can you do that if there are eyes there? There are other skull bones there, and moving it up would literally be unnatural, wouldn't it? How can you move it up if the eyes are literally in the way? The same goes for ccw: how can you rotate the ENTIRE maxilla? It'll be like there'll be nothing for it to latch onto; it'll literally hang detached from the skull in a more rotated position, which is also unnatural. Or are we talking about the Le Fort 1 area?
 
The surgeon makes cuts in the upper jaw bone, separating it from the rest of the skull. The detached upper jaw can then be moved in various directions, including rotation.

I'm asking how this is done. If we're talking about Le Fort 1, then there are no questions, but how can you make the ENTIRE maxilla higher? Is CCW rotation and upward elevation only possible for the arveolar ridge?
