Testosterone can make your eyebrows thicker and maybe lower. Also its known that zinc plays a big role in hair health/growth and zinc is crucial for good Testosterone so yeah.

These trannies reported thicker eyebrows using Testosterone but they would of been using really high dosages though

I'm using Latanoprost/Careprost(prostaglandin) legit works and it's growing my eyebrows and eyelashes like crazy you've got to be careful not to put it on your skin !

it needs to convert to minoxidil sulphate first to act, and then still, if Androgens hinder longer anagen cycle, then it wont really work anyway

you may look into other vasodilators which do not rely on conversion, I think Cialis/Viagra might be one of them. YOu could apply it topically but thats an uknown topic
