Yes in technicality only God punishes those who've sinned. Satan isn't the "god of the underworld".
This, however, doesn't mean he's not omnipotent or omnibenevolent.

if you actually knew everything that was going to happen down to a T then there would be no point seeing it happen and punishing those, since you already expected it to happen, it's like feeding an animal and getting angry when it eats the food, so the only way god can hypothetically exist is if he was a sadistic lunatic

God gave us free will. It's our choice to either follow his words (which are stated in the Bible) or not to.
