Can you change the angle of your eye hooding?

From what my lil grey ass can tell my canthal tilt is even slightly positive (maybe not but atleast neutral) but still my eyes often appear tilted down so i thought maybe it was my hooding can i change it even remotely?

Unless you’re like deformed or sum, everyones eyes are the most noticeable feature about them bro. There isn’t really anything you could really do to improve besides growing the outer edges of your lashes a bit more to make them look wider. Looks fine to me. A bit too narrow but not horrible.
