Can you have abs at high bodyfat?

I have clearly visible abs and my scales tell me im 15%, while my brother is 11% yet has no abs. My face is more bloated than his though and hes more vascular in the arms and shoulders (nowhere else). So do I have good ab genetics or just inaccurate measurement?

the more developed your core is the more definition it shows at higher bodyfat.

but fat distribution is genetic, and also varies as a result from several hormonal factors.
