The problem is that the defintion of incel is at a point where it's beyond the act of having sex and is quite vague. I feel the dominant rule in the community is that in order to be an incel you can't have sex with girls under normal circumstances whilst wanting to. However the defintion of virgin hasn't been altered (or at least doesn't have the part added on for normal circumstances) and people generally refer to losing their virginites when talking about sex with escorts
