Can you lower a non-recedding hairline ?

Other than with surgery
Im 17 so im not balding and I have pretty good hair genetics (dad is 50 with full head of hair)
But I need a very slightly lower hairline to have 3 equal thirds in my face

A long upper third is a death sentence tbh, you lower third needs to be noticeably longer than your middle and upperthird
