Simply undergo face fat transfer also known as lipofilling. They will use your own body fat from abdominal region and use it on your face. Permanent results unlike derma fillers.

Well subcutaneous fatty adipose tissue technically can be grafted from anywhere in the face and body, including the upper eyelids, but I believe that it would be counterproductive to do so, unless you have significant brow hooding caused by a drooping preaponeurotic ocular fat pad. It's hard to judge without a photo.

Fat and fullness in the upper eyelid contributes to a healthy, youthful, and refreshed look. It atrophy's as you age, and your eye area starts to appear skeletal and hollow - creating an unaesthetic sunken superior sulcus of the eyelid.

The eye bag you're referring to may most likely be a herniated fat pad of the lower eyelid, which is best treated by surgically removing this fat pad with a lower blepharoplasty. Or, non-surgically, you can have fat or hyaluronic acid injected into this area to help conceal the herniated fat pad, but this is a temporary fix.
