Canthopexy or canthoplasty?

What is the diffrence? The tilt on my right eye is good. I want to just slightly lift the outer left eye to match the right. I also want to lift the lower eyelid in both eyes. So what procedure should i choose

Canthopexies tend to fail with time so generally not recommended for young people. Canthoplasty might be a better option if you have severe asymmetry.

To lift the lower eyelids you can get eyelid retraction surgery (sort of a face lift for midface tissues to provide better under eye support), with or without infraorbital rim implants depending on your case.
