Cartilage can be indeed be grown, I have widened my nose unintentionally from bonesmashing orbitals.

Examples include acromegaly patients who have noses that grow infinitely.

I think the general rule of thumb is that organic matter grows back thicker when damaged by blunt force trauma.

cartilage decrease is much harder to perform since your body doesn't know how to regulate and destroy cartilage by itself. i'll make a guide on it when i'm free but try searching for decreasing tissue instead
