extremely rare and is only even possible if a large amount comes in contact with your eye which is pretty much impossible if ur applying on ur eyebrows and can only happen if ur disabled while applying on ur lashes.
lash serum (no pga's) has better risk/reward ratio for lashes than minox or bimato or copetor oil

my advice is use minox for eyebrows and a lash serum with no pga's for eyelashes if u want real results with minimised risk
