The bluest eyes I have seen(at least on public figures) are Chris Pine's -

His eyes look unrealistically blue, like blue eyes can look grey, dark blue, light brown depending on lighting, but this guy's eyes stay constantly blue in all lighting conditions. Does he have Celtic blood?
