He probably harassed multiple women in that zone until the cop came to stop him, anyway cold-approaching now in the streets is extremely dumb, people just want to go from point A to point B, they don't want to be stopped and pestered by subhumans.
Once, before the social media and Tinder era, this was actually a valid strategy, everything happened in the streets and in certain places young people went to hang out, casually stroll, chat with each other, pick up girls, etc., but that era is long gone.
