Changing my skin colour

I mean the skin around my eyes. It a little bit darker than the rest of my face. The eyebags I guess.

I dont mean to fully become pale/black I just need something to brighten it.

Is there some cream or surgery that can help me?

it depends, could be the skin around your eyes being too thin. no remedy for that
