Chin hairs = end of puberty?

If you get hairs on your jaw, chin, etc, does this mean you are in tanner stage 4? Or can you still be in 3 with these features

I'd say a thick, even if it's patchy, beard as a good indicator. By thick I mean the follicles, rather than the thin wispy facial hair teens usually have, regardless of the density
