You are quite naive here.

China and the US and even Russia are on the same side. There is no conflict between the leaders.

The US bribed and fed all Chinese politicians when they were still unknown petty officers. Eventually, only one guy will win the power game (aka Xi Jinping currently) and he will stay in China. The losers of that power game will have to hide their wealth in the US and foreign banks. So that's how the money will go back to the US eventually.

In short, the CIA is controlling Xi Jinping just exactly how the Chinese secret service is controlling Joe Biden.
