The Bible is the first one that talks about justice and Hell and Heaven. Forgiving sins and suffering consequences do not cancel each other. Dismas repented of his sins and Jesus forgave him but Jesus didn't move him out of his cross because the punishment was fair for what he had done and Dismas died with Jesus.
God forgave David after his sin with Bathsheba and the murder of Uriah, but still told him "the sword will never depart from your house." Forgiveness didn't erase the consequences on this earth.
