However it's very much in the interest of someone in power to instill fear of afterlife and other mental constraints on the people he exploits and controls so they don't rebel against him or kill him.

The average person is also very primitive and impulsive, without the fear of God or Allah in their mind 24/7 they would be committing so much crime the society they live in would be unstable.
