Because he isn’t competing or claiming to be the best bodybuilder there is.

He has a lean body with a bunch of muscle + he looks good, that’s the end goal after all.

Its mostly driven by genetics and anatomical structure. There isn't a ton you can do about that. Even if he gained 50lbs of muscle it would only marginally fill in.

There is also no option to correct it surgically your just kinda boned. Maybe some fat grafting would again marginally fill in but its also gonna be gapped.
