What’s y’all opinion on it anyone used it? And is it effective?

its not a skinmaxx at all, it temporarily decreases excess sebum/oil on skin pores so it can be beneficial if you have oily/acne prone skin. however it also disrupts moisture barrier and causes dehydration. there is much better alternatives that have lasting effects.

What do you recommend?

it depends on what your skin issues are and what you want to improve on, also on your skin type. you want to keep skincare very simple because there's no need to use multiple products if you have no issues. at most should just be washing your face in the morning and moisturizing, then at night washing face again and moisturize. and exfoliate 1-2 a week. adding products is optional and depends on your needs. if you have some mild acne ect, or if you have clogged pores, or redness ect.
