Interesting procedure I have found from a very good Oculoplastic surgeon Daniel Ezra:

Basically what they do is put a CO2 laser directly on the base of the eyelashes which will apparently tighten the skin. This will cause the eyelashes to curl giving a longer perceived length of the eyelashes.
This would be a good procedure for anyone with downturned or straight eyelashes.
Only con I have seen is that CO2 lasers can be harmful for blacks since their skin will absorb more of the laser energy causing hyperpigmentation.
