I don't think dyed hair is inherently bad-looking (if its done right) but it's usually paired with bad haircuts like your picture or the dye color contrasts badly with the persons skin coloring and looks clownmaxxed

I've thought about highlighting my hair blonde or lightbrown but i'd never do anything like blue or green cuz that would be jarring
